Martha Cota

Founder & Chief Executive Director

Was born in Sonora, Mexico. It is the fourth of 5 in the Family. She was an early education teacher, secretary and accounting assistant, and graduated from the University of Sonora with a BA in social work. In the United States certified as a parent counselor, Martha worked for LBUSD, Los Angeles County Office of Education (LACOE), Parent Institute for Quality Education (PIQE), Jewish Family Foundation, YMCA, YWCA and more. I am actively involved in SSC, ELAC and as Vice President of DELAC. 35 years ago, Martha began revolutionizing the community to support and educate parents about education and advocate for their children. Martha has a great story and the causes that drove her advocacy for education initially because of her son Jesus who was discriminated against, incorrectly diagnosed and without any access to services.
She is a genuine, supportive and committed leader. As a community organizer and advocate, she is always fighting for equity in causes that affect families of color, marginalized and low-income families.

Jonathan Luna

President

Jonathan Luna is a dedicated advocate for community engagement and is currently pursuing a Master of Arts in Clinical Psychology with an Emphasis on Marriage and Family Therapy within Latinx Communities at Pepperdine University.
Jonathan Luna earned a Bachelor of Arts in Psychology, graduating with Honors in the Major. During his academic journey, he conducted research on e-cigarette use among youth and adolescents as a research trainee in the Substance Abuse Research Training (SART) Program, a collaboration with the University of California, Los Angeles (UCLA).

Driven by a passion for promoting equity, equality, and education in mental health services, Jonathan collaborates with community-based non-profit organizations and leaders to enhance mental health awareness within Latinx communities.
In his various roles, Jonathan has cultivated a deep commitment to mental health advocacy, specifically within Latinx communities. He designed a monolingual Spanish curriculum for a community health clinic that provides education, resources, and preventive strategies related to sexual health, addressing a wide range of topics. As he advances in the Master of Arts in Clinical Psychology, with a focus on Marriage and Family Therapy in Latinx Communities at Pepperdine University, his dedication to advocating for accessible mental health services continues to grow in importance. He aims to deliver psychoeducational workshops on mental health through Latinos in Action California, empowering community members and improving their understanding to foster mentorship that challenges mental health stigma and inequality.

Peter Motta

Vice President

Peter Motta is a community leader, insurance professional, and advocate for underserved families throughout California. As the owner and principal agent of Halili Hilltop Insurance Agency, Peter specializes in Medicare education, Covered California enrollment, life insurance planning, and community-based health advocacy. His work centers on helping seniors, families, and vulnerable populations navigate complex insurance systems with clarity, dignity, and compassion.

With years of experience serving diverse communities, Peter has built a reputation for combining professional expertise with a heart for service. He is deeply committed to empowering individuals through education, access to resources, and relationship-based guidance. His agency is known for meeting clients where they are — both literally and figuratively — through community events, outreach programs, and personalized support.

Beyond his professional work, Peter is actively involved in community partnerships, nonprofit initiatives, and faith-based service efforts focused on strengthening families and uplifting local neighborhoods. He believes that true leadership comes through service and that sustainable change happens when organizations collaborate to meet real community needs.

As a board member of Latinos in Action of California, Peter brings practical experience in community engagement, strategic outreach, and program development, along with a passion for creating opportunities that empower Latino families and future generations.

Peter Motta serves as the owner and lead advisor of Halili Hilltop Insurance Agency, where he oversees daily operations and leads a team dedicated to helping clients understand and enroll in health and life insurance programs.
His office operates with a mission to provide free, accessible guidance and to serve as a trusted community resource for health insurance education and support.

Blanca Azucena Pacheco

Treasurer

Dr. Blanca-Azucena Pacheco (she/her) is an Assistant Professor of Latinx Community Health at the California State University, Long Beach. She is a community and global health researcher. Azucena earned her doctoral degree in Latin American studies from the University of Texas at Austin, and her master’s in public health and Latin American studies from San Diego State University. She also trained in medical anthropology at theCentro de Investigaciones y Estudios Superiores en Antropología Social (CIESAS)-Pacifico Sur in Oaxaca, México.

Her work centers on advocating for health equity and social justice for marginalized populations. Specifically, her work in Guatemala has been with Maya and Xinka communities on various projects, including the development of a Type 2 diabetes prevention and management program. In the U.S she has worked on various community-based research projects with Latino populations on various topics, including chronic disease management, improving healthcare access for immigrant communities, and health education.

Emily Fajardo

Secretary

Emily recently graduated from the University of California, Los Angeles (UCLA) with a degree in Computational Mathematics. Passionate about accessibility, she is committed to advocating for others and creating inclusive environments. Since 2024, Emily has been an active member of Latinos in Action California, volunteering as a tutor for middle and high school students. She is excited to continue serving and empowering her community.

Fernando Ruiz

Board Member

Fernando was born and raised in Bellflower, California, and studied Biological Sciences at the University of California, Santa Barbara, graduating in 2024. He has always been passionate about healthcare and serving diverse communities, which led him to gain experience in clinical settings while supporting Spanish-speaking patients. During college, he was co-chair of Los Curanderos, a pre-medical organization, and actively participated in community service. He began collaborating with Latinos In Action California in 2024, tutoring math students in Long Beach. Currently, he is enrolled at the Keck Graduate Institute and is completing a pre-medical certificate program with the hope of pursuing medical school afterward. He hopes to one day become the doctor he and his family need: someone who listens, advocates, and ensures that language, race, or socioeconomic status is never a barrier to quality care.
